Portland passes restaurant moratorium

PORTLAND - The Portland City Council on Monday approved a moratorium on chain restaurants in the Old Port and Arts District.
The late-night move put the future of a proposed Hooters restaurant in doubt.
The moratorium on chains with 30 or more locations will last for 10 weeks and will be retroactive to Sept. 6.
The Old Port and Arts District already are home to several such eateries, including Dunkin' Donuts, Starbucks, Subway, Quiznos and Cold Stone Creamery.
Atlanta-based Hooters has said it plans to open a restaurant in Maine within the next year. Michael Harris, who owns a sports bar in Portland, said an agreement on a franchise deal with the chain is imminent.
City leaders will reconsider the moratorium Nov. 19
