PORTLAND: Anton, Duson, Skolnik win council seats

By Kelley Bouchard Portland Press Herald Staff Writer November 07, 2007 12:15 AM

The Portland City Council will have two new members and possibly enough votes to select a developer for the Maine State Pier following Tuesday’s election.

With 16 of 17 polling places reporting, in a four-way race for two at-large seats, challenger John Anton and incumbent Jill Duson were the top vote-getters. Anton received 5,831 votes, or 29 percent, and Duson got 5,581 votes, or 28 percent,

Thrree-term incumbent James Cloutier was unseated, finishing in third with 4,804 votes, or 24 percent. Challenger Mark Reilly came in fourth with 3,794 votes, 19 percent.

Anton is the third Green Independent party member elected to the Democrat-dominated council.

In the four-way District 3 race, Daniel Skolnik won the seat held by Donna Carr, who didn’t seek a second three-year term because of health issues.

Skolnik received 983 votes, 34 percent, while Anthony Donovan and William Linnell each received 706 votes, or 24 percent, and Richard Farnsworth received 540 votes, 18 percent.

The future of the Maine State Pier and party politics were top issues in Tuesday’s race for three seats on the Portland City Council.

The council is deadlocked 4-4 in choosing a developer for the city-owned pier, with the ninth councilor recusing himself for a professional conflict of interest.

Duson, Cloutier and Carr supported Ocean Properties Ltd. of Portsmouth, N.H., over The Olympia Cos. of Portland.

During the campaign, Skolnik, who replaces Carr, said he supported Ocean Properties, while Anton, who replaces Cloutier, said he supported Olympia.

Either firm needs at least five council votes to win the right to negotiate with city officials.
