The Portland City Council passed a resolution Monday declaring April to be Youth Alcohol Prevention Month.
The resolution supported the efforts of the 21 Reasons Coalition and the city's public health division to reduce youth substance abuse in Portland.
In a 2006 survey, one in five eighth-graders in Portland, and half of the city's high school juniors and seniors, reported using alcohol within the last 30 days.
