WESTBROOK - A sex offender who lives in the city is challenging a local ordinance that places restrictions on where sex offenders can live and work.
The plaintiff is one of several “John Does” challenging Maine’s sex-offender registry law in Kennebec County Superior Court. The Westbrook John Doe is the only one who also is challenging a local ordinance, according to Jim Mitchell, the lawyer representing them.
The case originated with a John Doe from Kennebec County. The case was thrown out, but the Maine Supreme Judicial Court in September ordered that the lawsuit be reinstated. Mitchell said more than 10 other plaintiffs have joined the case.
Westbrook in September enacted an ordinance that bars sex offenders from living, working or loitering within 2,500 feet of schools, day care centers, recreation areas and many other sites that cater to children. Offenders who were already living or working in the city were exempted from the residential and workplace restrictions.
