NORWICH, Conn. -- The Norwich Bulletin out of Norwich, Conn., is reporting this morning that a man from Maine was arraigned yesterday on manslaughter and drunken driving charges in connection with a July 5 fatal accident in Norwich.
According to the report, Eugene N. Parsons, 56, of Garland (in Penobscot County) was arraigned at a Connecticut hospital where he is being treated for injuries sustained in the accident. Parsons' bond was set at $500,000. He is scheduled to appear Aug. 5 in Norwich Superior Court.
Police said Parsons was drunk and ran a red light when he crashed into a motorcycle driven by Alan Begin, 47, of Taftville at the intersection of Washington Street and Harland Road in Norwich.
Begin was killed. Begin's passenger, Dawn Foisey, 42, was seriously injured and remains hospitalized at Rhode Island Hospital in Providence.
In an arrest warrant affidavit released Monday, police said witnesses said Parsons was speeding and had sideswiped another vehicle on Route 2 moments before he entered the intersection where the collision occurred.
Toxicology reports revealed Parsons had more than twice the legal limit of alcohol in his system at the time of the crash, police said.
Parsons is charged with second-degree manslaughter with a motor vehicle, second-degree assault with a motor vehicle, reckless driving, operating under the influence of alcohol or drugs and failure to obey a traffic signal.
