WATERVILLE $ Four people were arrested Wednesday on drug charges after police raided an apartment on Pare Street in the city's South End, police Chief Joseph Massey said.

Heroin, cocaine, crack cocaine and drug paraphernalia were seized in the bust, coordinated by the Northern Kennebec Valley Drug Task Force.

Massey said Thursday that 10 Waterville officers and three Kennebec County Sheriff's deputies searched the second floor apartment at 4 Pare St., being rented by Joseph Munster and Elizabeth Perkins, both 27.

Munster and Perkins, as well as two children under the ages of 12, were home when officers arrived, Massey said.

A large number of officers went to the apartment, acting on information that drugs including heroin, cocaine and crack cocaine $ and possibly weapons $ were there, he said.

"Upon searching the apartment, they did find some heroin, cocaine, crack cocaine, prescription drugs $ Percocet $ drug paraphernalia," Massey said.
"There was a large quantity of used and unused syringes."

While the search was going on, police got information that two people were on their way to the apartment to get some drugs, he said.

"The officers quickly moved all cruisers that were in front of the apartment and within five minutes of doing that, two people came to the apartment $ Donald Tompkins, 28, of Belgrade Road, Oakland, and CathyJo Cinanni, 37, of Summer Street, Waterville," he said. "Once they entered the apartment, officers secured them and while searching them, found both of them had illegal drugs on them."

The drugs included heroin, cocaine, crack cocaine and Percocet, he said.

All four people were arrested, with Cinanni being charged with aggravated trafficking of scheduled drugs, unlawful possession of scheduled drugs and sale and use of drug paraphernalia; and Tompkins was charged with two counts of aggravated trafficking of scheduled drugs and unlawful possession of Oxycodone.

Munster was charged with unlawful possession of scheduled drugs, possession of hypodermic apparatuses and sale and use of drug paraphernalia. He also was arrested on a warrant. Perkins was charged with unlawful possession of schedule drugs, possession of hypodermic apparatuses, sale and use of drug paraphernalia and violating condition of release.

Massey said that coincidentally, last week police posted signs designating drug free safe zones in the city and one of those signs is within 1,000 feet of the Pare Street apartment. The designated zones allow for the charges to be elevated.

"We'll forward all charges to the District Attorney's
Office and make them aware they were in the drug free safe zone and let the DA's office decide if the charges will be elevated," Massey said.

He said police seized a 2008 Toyota Tacoma pickup truck in the bust. Tompkins and Cinanni had arrived at the apartment in that truck, he said.

Deputy police Chief Charles Rumsey said the street value of drugs seized was about $750.
