PORTLAND -- A notorious lawbreaker is being held at the Cumberland County jail after being arrested Saturday night.
Police said Norman Dickinson, 40, was charged with possession of burglary tools, a misdemeanor. He was arrested shortly after 11 p.m. on Gilman Street.
Dickinson is being held without bail on a probation hold.
Dickinson's struggles to re-enter society have been in the news since 1997. He has spent much of his life in state institutions, beginning at age 12 for a series of burglaries.
Dickinson has since been arrested for various burglaries. In 1989, he pleaded guilty to threatening three women with a realistic-looking toy gun, kidnapping a woman and stealing the car of another woman.
