These people need to be prosecuted to the fullest! They have been cited in the past--isn't this more than enough indication that they are habitual offenders? Years ago, I worked for a local vet and her animals were brought in periodically and always with upper resp problems and matted and smelly! They are "hoarders" and that is a psycological disorder and the poor animals are the ones who suffer! I hope they never own ANY animals again.
