Until today? Perhaps you need to expand your sources for news. I'll help:
From 11 July 2005 "New Yorker":

From 17 August 2005 "Democracy Now!":

These are PUBLIC news stories. Surely some members of Congress knew what Rumsfeld and Cheney had ordered well before 2005.report abuse

As to being a moderate or really a D, only someone incapable of making rational distinctions can believe that. Suzi goes to the Republican leadership and gets approval to vote contrary to Bush. Suzi has voted 100% for the Bush economic, foreign policy, and war bills. She even voted for fascist judges Roberts and Alito even though she claims to be pro-choice. She and Olympia Snowe (a true moderate) disagree constantly. Now I know that Suzi is flip-flopping like a fish out of water now that the election approaches, but she has a 12 year record she can't run from.report abuse

Inappropriate? That's hardly a condemnation of illegal torture techniques. Suzi "Two-term" Collins is just saying that the wrong technique was used in that situation. One must suspect that she would have preferred thumb screws and boiling oil.
