How true, Kid. SO many people MUST have the necessities you mention ("cigs, cable, internet, cell phones"), so there's nothing left over for luxuries like heat, food, health insurance -- of course taxpayers provide those, don't we?report abuse

Fine base it off income.

If they can pay for cigs, cable, internet, cell phones, then no help. If they either don't have those services and/or have cancelled those services, write them a check.report abuse
