I believe California has pioneered a new state law which requires all ships entering their ports to burn low-sulfur diesel, instead of so-called “bunker fuel” which emits high levels of particulate matter when burned. This particulate matter is particularly hazardous to the health of those in major ports like Portland, however Baldacci and the legislature seem to ignore the problem.report abuseBobof42
