I believe the quote that was in the paper came from the Governor and the reason we were missing 150 MILLION DOLLARS WAS DUE TO "SHODDY ACCOUNTING"

The OPEGA Report found a “financial risk” to the state in so-called "cooperative agreements" between DHHS and the University of Maine (link below). Adobe Acrobat generated several error messages accessing the PDF file but then displayed it, and another PDF program I use can’t view the file at all. One question for voters is the financial risk to the state of the unionization of DHHS professional services contractors, in a law passed by Democrats in the legislation last year. Contractors reportedly joined the state employee union, a local of the SEIU.
