The CAFE standard is based on the fleet average of models, not apportioned by how many units of each model the manufacturer sells. Thus, the sale of one 46 mpg car counts the same as 5,000 18 mpg SUV's as far as the CAFE is concerned (fleet average = 32 mpg). Yet another loophole in the Congressional mandate that no one talks about.report abuse

Now is the time to buy a new car, SUV or Large truck. The big three will stop making them to get their average up and make cars no one wants.
