Why isn't the state run and regulated CMP required to improve upon it's infrastructure?
Why hasn't the state utilized these funds properly?

10's of millions of dollars have come in to the state in the form of 'disaster relief' and where did it go?
Why isn't the state run and regulated CMP required to improve upon it's infrastructure?
